Capability Transfer Programme

Plug capability gaps in the local workforce by engaging foreign specialists to transfer capabilities to local workers, or sending local workers for training abroad, with funding support and work pass facilitation.

What is it

To support pervasive innovation throughout the economy and build deep capabilities in our local workforce, the Ministry of Manpower is piloting the Capability Transfer Programme (CTP) which will support companies/associations/professional bodies in speeding up the transfer of global capabilities into Singapore. This initiative will complement existing capability development programmes administered by other Government agencies, to plug capability gaps quickly in today’s fast-changing global market.

How Does It Work

The CTP aims to improve local-foreign workforce complementarity, by facilitating transfer of capabilities from foreign specialists to locals with the objectives of encouraging:

  • a culture of pervasive capabilities transfer across all sectors and entities; and
  • companies/associations/professional bodies to develop and acquire new capabilities in Singapore by ensuring that there is sufficient supply of Singaporeans with the requisite skillsets.

All project proposals will be evaluated on a case-by-case basis, taking into consideration:

  • our existing local capability gaps; and
  • the potential impact of the transfer of capabilities to individual companies and the industry as a whole.

Funding support for the CTP can include salary and training support for foreign and local specialists, as well as Singaporean trainees on overseas attachments to acquire new capabilities. In the case of industry-wide projects, funding for equipment cost may also be considered on a case-by-case basis. Support levels will be determined by Workforce Singapore (WSG) in consultation with relevant sector agencies, on a co-funding basis where applicable, to ensure that companies, associations or professional bodies involved in the projects remain committed in their efforts to drive capability transfer at the company or industry level.
